Assessment of usefulness, efficiency and impact of investment of EU funds in sustainable and high-quality employment and labor mobility during the planning period of 2014-2020. 2021-2022.
The aim of the study was obtaining evidence about the effectiveness, efficiency and impact of the investments under the priority axis “Employment and workforce mobility” of the operational programme “Growth and employment” of the of the European Union Structural Funds and Cohesion Fund for the 2014-2020 programming period. The assessment covered 7.1, 7.2. and 7.3. priority directions. Both qualitative and quantitative data collection and analysis methods were used in the evaluation. Quantitative data analysis methods included the analysis of administrative statistical data, quantitative surveys of beneficiaries and conducting counterfactual analysis.

The purpose of the study is to provide evidence-based quantitative and qualitative information regarding the activities of the municipal social service agencies at the end of the project implemented by the Ministry of Welfare “Development of Professional Social work in Municipalities” (ex-post study). The subject matter of the study is changes in the efficiency of activities of social service agencies as a result of activities implemented within the framework of the project, including professional competency development improvement measures, as well as considering the external structural factors (administrative territorial reform in 2021, COVID-19 pandemic, 2022 war in Ukraine), as compared to the results of the ex-ante study implemented in 2017. Both quantitative and qualitative research methods are used in the study.

The aim of the study was to evaluate the impact of policies and the data on the situation of income of the population for the year 2018, in order to conclude whether the initiated and implemented policies make a targeted contribution to reducing poverty and social exclusion. In addition, an in-depth analysis of the current situation was carried out in relation to the needs and livelihood strategies of the recipients of the guaranteed minimum income (GMI) benefit. It included the analysis of existing regulatory acts, including the binding regulations of local governments, to improve the situation of this target group and the analysis of statistics characterizing GMI benefit recipients. Both in-depth interviews and a quantitative survey of GMI benefit recipients were conducted in the study.

The main aim of the study was to provide evidence-based quantitative and qualitative information about the effectiveness and impact of the family assistant service on the beneficiaries of the project “Development of Professional Social Work in Municipalities” implemented by the Ministry of Welfare during the pilot project of the family assistant. The research was carried out in two stages: (1) Evaluation of various social services specified in Latvian legislation, which are directly or indirectly related to the provision of support similar to the service of a family assistant; (2) Research on the results obtained during the pilot project on the effectiveness of the family assistant service and its impact on the recipients of the service. The methodology developed at this stage envisaged conducting both an assessment of the situation at the time of the pilot project initiation (ex-ante), a mid-term assessment, and a post-assessment (ex-post) study. Methods used: document analysis and analysis of the content of the family assistant training, quantitative analysis of family assistant customer evaluation questionnaires for measuring the effectiveness of the family assistant service (ex-ante, mid-stage and ex-post measurement), in-depth interviews in different target groups. In the target group of family assistants, in-depths interviews were combined with a quantitative survey in the post-evaluation phase.

The study provides an analysis of administrative data on the prevalence of different forms of domestic violence and violence against children, collected by services and institutions involved in violence reduction. An in-depth analysis and evaluation of research data and international recommendations has been carried out to improve the quality of future research on violence included in the monitoring system. Based on this set of data, as well as in-depth interviews with specialists working in the field of violence reduction, the results of specialist surveys and focus groups, the report summarises the most relevant indicators of the impact of violence reduction measures, which make it possible to assess the dynamics of the situation and the effectiveness of intervention mechanisms. The report proposes a set of key indicators of public perception of safety and awareness, which shows public confidence in state and municipal authorities in dealing with violence and changes in public perception and tolerance of violence.

The aim of the study is to assess the progress of the implementation of the UN Convention on the Rights of Persons with Disabilities, providing an overview of the impact of national policies on the implementation of equal rights and opportunities for persons with disabilities and identify necessary further actions for effective and sustainable disability policy. The evaluation covered the areas of education, employment, social protection and discrimination. Quantitative data analysis methods (administrative, statistical and survey data analysis) and qualitative data analysis methods (document analysis, five focus group discussions, six expert interviews and three group interviews) were used in the evaluation.

The study evaluated indicators in the following areas of civil society and democratic politics: national identity and sense of belonging, knowledge and use of the Latvian language, social memory, civil society, democratic skills, forms of active participation, high-quality and safe media space, integration of foreign citizens in Latvia, citizens’ understanding of reducing the diversity of society, reducing of all forms of discrimination.

European school survey project on alcohol and other drugs 2019 (ESPAD). 2018-2020.
The aim of this study was to obtain internationally comparable information on the use of alcohol, tobacco and other drugs, as well as the prevalence of the use of social networks, computer games and gambling among 15–16-year-old students in Latvian general education schools in 2019. A representative survey of Latvian schoolchildren born in 2003 was carried out (sample size – 2747 schoolchildren born in 2003). Based on the results of the survey, an internationally comparative report has been prepared.

Possibilities for more effective resolution of labour disputes in Latvia. 2018-2019.
The aim of the study was to evaluate the use of existing labour dispute resolution methods in Latvian companies (both in court and out of court), to find out the effectiveness of out-of-court labour dispute resolution methods and, if necessary, to develop recommendations for changes in the regulatory framework, so that the resolution of labour disputes becomes faster and more convenient. The study was the basis for deciding on the need to propose new out-of-court methods of handling labour disputes, including conducting a pilot project, within the framework of which the Labor Disputes Commission of the State Labor Inspectorate would be established. The following methods were used in the research: in-depth interviews with experts - representatives of employers and employees (N=20 and N=10, respectively), case studies of labour disputes (20 cases and 45 in-depth interviews with parties involved in labour disputes), expert discussions (5), the study of the legal framework regarding the resolution of labour disputes and the study of foreign experience in this field (the analysed countries: Estonia, Lithuania, the UK, Sweden, and Hungary).

Study of the situation of third countries’ nationals in Latvia. 2017.
The aim of the study was to assess the current situation of citizens of third countries in the following areas: the procedure for obtaining a residence permit, employment, education, health care, social protection, access to services, housing, learning the Latvian language and integration programs, civic participation and interaction with the local community. The study carried out an evaluation and analysis of legal acts related to the availability of social services and social inclusion, and an analysis of foreign experience, including research of indicators characterizing social exclusion and foreign regulatory framework. The research uses both quantitative and qualitative data collection, processing and analysis methods: document analysis, statistical data analysis, quantitative survey of third-country nationals (N=503) and in-depth interviews (4 target groups: third-country nationals N=25; international protection persons N=5; NGO representatives N=5, local government representatives N=5). An analysis of foreign experience was carried out regarding the following countries: the Republic of Estonia, the Republic of Finland, the Federal Republic of Germany, the Czech Republic and the Slovak Republic.

The study aimed to provide the characteristics of persons at risk of social exclusion and discrimination, to identify the needs of the target group and to provide recommendations on necessary support for successful integration into society, involvement in social life, including education, improvement of qualification and obtaining employment, and support in rights protection in case of discrimination. The main results of the study are practical guidelines for support activities to the target groups, which are summarized in the description of the profiling of target groups and include the identification of subgroups, their needs and the necessary services.
